Abstract:
The cohabitation of increased demands for public performance formalised by precise objectives and the traditional French public service ethic is not without its tensions. This is particularly true in the field of public research, which has to demonstrate its socio-economic usefulness via performance indicators that encourage its operators to legally protect and financially exploit their scientific results. The traditional ethic of "open science" must therefore be reconciled with the imperatives of economic performance. Rather than setting these two issues in opposition, we propose to show how they can be reconciled by developing balanced intellectual property strategies, provided that the definition of public performance in this area is not limited to overly narrow objectives.
