Abstract:

Public research laboratories in France, as in many other countries, are under pressure to develop their relations with companies so that their discoveries and inventions can have a more direct impact on the business world. This kind of injunction may be taken on board quite naturally by some teams, but may meet with resistance in others if it runs counter to some of their operating principles. So how can the management of a research organisation ensure that unit directors effectively integrate this dimension into their teams' strategy?

This paper is based on an exploratory study of one of these public organisations and combines quantitative data from activity reports with qualitative data from semi-structured interviews. Using an approach based on the 'strategy-as-practice' approach, our results show that it is possible to adopt diverse practices despite the use of apparently restrictive strategic tools.
