Abstract:

The aim of this paper is to explore the relationship between the influence strategies deployed by companies (more commonly known as lobbying) and the strategic issues relating to innovation. To understand the issues relating to innovation, we use the framework for analysing the capture of the benefits of innovation proposed by David Teece (Teece, 1986 then Pisano and Teece, 2007): the PFI or 'profiting from innovation' model. Through the actions that can be taken on the appropriability of innovations in a given field, we show how influencing actions can be positioned within the framework of a more global strategy, both in its intentions and in its implementation. We will use four examples of corporate strategies: in the pharmaceutical sector (Pfizer and Merck) and in the IT sector (Google and IBM).

This paper is divided into three parts. First, we show how the political activities of companies - lobbying - are gradually being incorporated into the broader field of strategic management. We then present the "PFI" analysis model, showing how it can be approached in a more proactive way from a strategic point of view. The third part is reserved for the presentation of four case studies followed by a discussion, showing how lobbying strategies can form part of a more global corporate strategy to strengthen or weaken the impact of intellectual property rights.
