Abstract:
In this chapter, we examine the changing situation and the role of public managers faced with new cross-border structures (delegations, missions, agencies, etc.) created to manage the increased complexity of situations. In particular, these new public managers have to reconcile two sometimes contradictory worlds: compliance with administrative procedures and the achievement of performance targets. We base our analysis on two case studies: road safety, a cross-cutting policy that became a national priority in 2002, and the management of intellectual property in public research bodies, a highly decentralised policy.
